Booking is the mechanism. The reason to have it is that nobody can currently answer how much of the estate is used, by whom and when, so decisions about floors and leases get made on impression. A booking record alone does not answer it either, because a reservation is an intention rather than an attendance.
Reserved is not occupied.
Desks and rooms held and never used are the largest single distortion in workplace data. They make a floor look full, push colleagues into other buildings, and justify space nobody needs. Until a booking is confirmed by somebody actually arriving, utilisation figures describe intentions rather than the building.

Model the estate properly: building, floor, zone and resource, with the attributes people actually choose on. Put booking where people already are rather than in another portal. Confirm attendance in a way that takes a second, and release what goes unused so the floor plan tells the truth. Then report on it.
