How it runs.
In defined phases with a gate at the end of each, so the programme can be stopped or re-scoped at a known point rather than discovered to be late. Data migration starts early and runs repeatedly, because the first load always finds problems and the fifth one should not. The cutover is rehearsed at full volume before the real one.
Where it fits.
Once the process decisions are settled. If they are not, that work comes first; implementing against unsettled decisions is how a programme ends up configuring the same thing three times.
